We have reviewed the record and find no reversible error. Accordingly, we deny Milby’s motion to remand and affirm for the reasons stated by the district court. Milby v. Office of the Fed. Registrar, No. 3:17-cv-00590-MHL (E.D. Va. May 31, 2018 & Oct. 12, 2018). We dispense with oral argument because the facts and legal contentions are adequately presented in the materials before this court and argument would not aid the decisional process. AFFIRMED 2
