William Lee Grant, II, Appellant Pro Se. Unpublished opinions are not binding precedent in this circuit. PER CURIAM: William Lee Grant, II, appeals the district court’s order denying his motion to amend his complaint. We have reviewed the record and find no abuse of discretion and no reversible error. Accordingly, we grant the motions for leave to proceed in forma pauperis and affirm for the reasons stated by the district court. Grant v. U.S. Dep’t of Defense, No. 1:18-cv-00543-AJT-JFA (E.D. Va.
