Plaintiff filed a claim against Miami-Dade County under the Fair Labor Standards Act (“FLSA”). Likewise, the County’s receipt of some benefit from Plaintiff’s internship under the sixth factor does not transform the County into the primary beneficiary of its relationship with Plaintiff.
