ORDER

This court has read and considered the briefs filed by both appellant and appellee. Upon consideration of the issues raised by appellant, we affirm the grant of summary judgment in favor of appellee Louis W. Sullivan, Secretary of Health and Human Services, and we do so for the reasons given by the district court in its thorough oral decision of March 21, 1989, and order of April 4, 1989, granting Sullivan's motion for summary judgment and denying Salton's motion for reversal or remand.
