MEMORANDUM* 

Grange Insurance Company appeals the district court's judgment dated November 2, 1989, in favor of the defendant, the United States.

For the reasons stated in the district court's order of November 1, 1989, granting defendant's motion for summary judgment, we affirm.

The government's cross appeal is therefore rendered moot.

AFFIRMED.
