Clovis Carl Green appeals from the district court's order dismissing his petition for want of jurisdiction. We have considered the propriety of transferring this case but have determined that a transfer would not serve the interests of justice. See 28 U.S.C. § 1631. Our review of the record and the district court's opinion discloses that this appeal is without merit. Accordingly, we affirm on the reasoning of the district court. Green v. Baer, C/A No. 89-1355-N (D. Md. May 18, 1989). We dispense with oral argument because the facts and legal contentions are adequately presented in the materials before the Court and argument would not aid the decisional process.
