ORDER

We affirm for the reasons set forth in the district court's judgments entered June 13, 1986 and September 18, 1986, and in the Memorandum and Order re Plaintiffs' Motion to Set Aside Final or Impending Order Pursuant to Federal Rule of Civil Procedure 60(b) (1), (5) & (6) filed on September 7, 1986.

Accordingly, all relief sought is DENIED.

AFFIRMED.
