ORDER

Petitioner, a pro se federal prisoner, appeals the district court's judgment adopting the magistrate's report and recommendation that denied his 28 U.S.C. § 2241 habeas corpus petition.
Upon review of the record, we conclude that the district court properly denied the petition.
