This appeal has been referred to a panel of the court pursuant to Rule 9(a), Rules of the Sixth Circuit.

Harry Beale, one of the plaintiffs, sought leave from the district court to amend the complaint. Leave to amend was denied on August 5, 1987. Beale appealed the August 5 order.
