Douglas A. Webb, Plaintiff-appellant, v. David A. Garraghty, Warden, Defendant-appellee, 806 F.2d 258 (4th Cir. 1986)Annotate this Case
Appeal from the United States District Court for the Eastern District of Virginia, at Richmond. Richard L. Williams, District Judge. (C/A No. 85-488-R)
Douglas A. Webb, appellant pro se.
Thomas D. Bagwell, Office of the Attorney General, for appellee.
Before WIDENER, HALL and PHILLIPS, Circuit Judges.
A review of the record and the district court's opinion discloses that an appeal from its order refusing habeas corpus relief pursuant to 28 U.S.C. § 2254 would be without merit. Because the dispositive issues recently have been decided authoritatively, we deny a certificate of probable cause to appeal, dispense with oral argument, and dismiss the appeal on the reasoning of the district court. Webb v. Garraghty, C/A No. 85-488-R (E.D. Va., Apr. 24, 1986).
