ORDER This 11th day of June 2003, after careful consideration of the opening brief, the motions to affirm, and the record below, the Court finds it manifest that the judgment on appeal should be affirmed on the basis of, and for the reasons set forth in, the Superior Court s well-reasoned decision dated July 29, 2002. The Superior Court did not err in concluding that Walls claims were barred by his lack of standing, the applicable statute of limitations, and, as to the State Police, the doctrine of sovereign immunity. Accordingly, we find no error in the Superior Court s dismissal of Walls complaint for failure to state a claim. NOW, THEREFORE, IT IS ORDERED that the judgment of the Superior Court is AFFIRMED.
