66-19. Behavioral services unit; director and personnel; examination ofchildren.

To assist in the performance of the duties imposed by 66-18, the Departmentshall maintain a behavioral services unit and employ as director thereof aclinically competent person. The Department shall also employ such othermedical, technical and clinical personnel skilled in the diagnosis andtreatment of physical and mental diseases of children as may be desirable forthe operation of such unit. The personnel of the unit, when visiting thevarious facilities maintained by the Department for the care of childrencommitted to the Department, shall conduct a thorough examination of eachchild at such facilities not theretofore examined by the unit, and otherchildren at the facilities for whom such examination is indicated. Suchexamination shall be for the purpose of determining, diagnosing and treatingphysical, mental and learning ailments or impairments with a view toimproving the general functioning of such children and hastening theirrehabilitation.
