51.5-39.6. Powers and duties of the Director.

The Director shall have the following powers and duties:

1. To supervise and manage the daily operations of the Office and to carryout such duties as provided in this section;

2. To employ such qualified staff, including ombudsmen, advocates and legalcounsel, as shall be necessary for carrying out the purposes of this chapterand Chapter 9 ( 51.5-40 et seq.) of this title;

3. To make and enter into all contracts and agreements, subject toratification by the Board, necessary or incidental to the performance of theOffice's duties and the execution of its powers under this chapter, includingbut not limited to contracts with the United States, other states, andagencies and political subdivisions of the Commonwealth, consistent withpolicies and regulations of the Board;

4. To advise and assist the Board in developing a budget;

5. To annually prepare a report of activities of the Board and Office andsubmit copies of the report to the Governor, chairs of the Senate Committeeon Education and Health, the House Committee on Health, Welfare andInstitutions, and the House Appropriations and Senate Finance Committees andmake the report available to the public; and

6. To exercise such powers and perform such duties as are assigned to him bythe Board.
