51.5-28. Participation by clients in cost of services.
The Commissioner shall establish written standards for determining the extentto which a client shall be financially responsible for the cost of servicesfunded in whole or in part by the Department. Each public or private agencyawarded a grant or contract in accordance with 51.5-23 shall utilize theCommissioner's regulations to maximize the financial participation of personsreceiving services.
