51.5-1. Declaration of policy.

It is the policy of this Commonwealth to encourage and enable persons withdisabilities to participate fully and equally in the social and economic lifeof the Commonwealth and to engage in remunerative employment. To these ends,the General Assembly directs the Governor, Virginia Office for Protection andAdvocacy, Department for the Aging, Department for the Deaf andHard-of-Hearing, Department of Education, Department of Health, Department ofHousing and Community Development, Department of Mental Health, MentalRetardation and Substance Abuse Services, Board for Rights of Virginians withDisabilities, Department of Rehabilitative Services, Department of SocialServices, Department for the Blind and Vision Impaired, and such otheragencies as the Governor deems appropriate, to provide, in a comprehensiveand coordinated manner which makes the best use of available resources, thoseservices necessary to assure equal opportunity to persons with disabilitiesin the Commonwealth.

The provisions of this title shall be known and may be cited as "TheVirginians With Disabilities Act."
