46.2-1140. Authority to use certain streets and highways in cities andtowns.

When the Commissioner issues a permit to a person to move a vehicle ofexcessive size and weight along specified highways in Virginia, theCommissioner may also include within such permit, after coordinating with theauthorities of a city or town, the authority to use specified highways atspecified times within any such city or town which highways constituteextensions of any part of the primary highway system. No city or townotherwise having jurisdiction over its highways, shall have authority toprohibit the use of its highways to a person holding a permit issued by theCommissioner so long as such person travels upon the highways specified inthe permit.
