15.2-6648. Liberal construction.

Neither this act nor anything contained herein is or shall be construed as arestriction or limitation upon any powers that the Authority might otherwisehave under any laws of the Commonwealth, and this act is cumulative to anysuch powers. This act does and shall be construed to provide a complete,additional, and alternative method for the doing of the things authorizedhereby and shall be regarded as supplemental and additional to powersconferred by other laws. The provisions of this act are severable, and if anyof its provisions shall be held unconstitutional by any court of competentjurisdiction, the decision of such court shall not affect or impair any ofthe other provisions of this act.
