6.1-458. Rules and regulations.

The Commission shall promulgate such rules and regulations as it deemsappropriate to effect the purposes of this chapter. Before promulgating anysuch regulation, the Commission shall give reasonable notice of its contentand shall afford interested parties an opportunity to be heard, in accordancewith the Rules of Practice and Procedure of the Commission.
