46A-7A-58. Cost estimates for plans--Preparation--Filing. To estimate the cost of any construction work, the board shall have surveys, examinations, and plans made to demonstrate the practicability of the plan and to furnish the proper basis for an estimate of the cost of construction. Any surveys, examinations, maps, plans, and estimates shall be made under the direction of, and certified by, a registered professional engineer. The board of directors shall file a copy of the surveys, examinations, maps, plans, and estimates with the state board.
