46A-7A-130. Assessment of land on inclusion in district. Upon inclusion of any land within the district, an assessment shall be levied on the land, the amount of assessment against each tract or parcel to be the amount of all assessments which would have been levied against the tract or parcel if it had been included in the district from the time of the original levy of such assessments.
