Nothing contained in the Motor Transportation Act [65-1-1 NMSA 1978] relating to the proportional registration of fleet vehicles shall be construed as requiring any vehicle to be proportionally registered if it is otherwise registered in this state for the operation in which it is engaged, including, but not by way of limitation, registration, temporary registration permit or trip permit.
