Except as otherwise provided in NRS 391.640, the provisions of NRS 391.600 to 391.648, inclusive, are intended to be directory and preventive rather than punitive. The provisions of NRS 391.600 to 391.648, inclusive, do not abrogate or decrease the effect of any of the provisions of NRS that define crimes or prescribe punishments with respect to the conduct of school officials.
