61-11-212. Penalties. A person who has been declared to be a habitual traffic offender may not be issued a license to operate a motor vehicle in this state until:
(1) a period of 3 years has elapsed from the date of the declaration, subject to the provisions of 61-2-302;
(2) the person has met the requirements of all applicable laws and rules relating to the licensing of motor vehicle operators in this state; and
(3) the person files with the department, and maintains for a period of 3 years, proof of financial responsibility in the limits required by law.
