Section 23A Accounts; issuance of citations

Section 23A. When an account has been filed in the probate court and the accountant fails to take out a citation, give notice as therein ordered and make return of service to the court, the court may, upon application of any person interested, order him to do so; or the court may, in its discretion, issue such citation to any party in interest who may request it.
