Section 43A. The probate court, upon the application of the guardian or dependent parent of a mentally ill or mentally retarded person, and after such notice to all other persons interested as it directs, may authorize such guardian to apply towards the support of such dependent parent such portion of the estate of such mentally ill or mentally retarded person not required for his own maintenance and support as it may order.
