Section 27. If a person who is liable to be put under guardianship or conservatorship under this chapter resides out of the commonwealth and has any estate therein, a friend of such person or any one interested in his estate, in expectancy or otherwise, may apply to the probate court for a county where there is such estate, which, after notice to all persons interested and a hearing, may appoint a guardian or conservator for him.
