(1) (2) At least annually, the department shall evaluate and revise as necessary rates to be charged to Kentucky Access enrollees. Except as provided in KRS 304.17B-019, the department may revise its health benefit plans, cost-sharing arrangements, plan delivery rules, schedule of benefits, rates, and cost-containment features provided under Kentucky Access at the time of the health benefit plan renewal as necessary to ensure that Kentucky Access maintains adequate resources for continued operation.
