The district may carry out the plan itself or contract with others for construction of the sewerage facilities. The district shall incur no debts or obligations, aside from engineering study and administrative costs, on account of the construction subdistrict until an order made under KRS 220.561 is final and no longer appealable. History: Created 1966 Ky. Acts ch. 92, sec. 9.
