(1) (2) (3) The cabinet shall establish by regulation an eligibility standard which takes into consideration the unique economic and social needs of severely physically disabled adults. The subsidy shall not be considered income for any purpose to the extent permitted by federal law and regulation. This program may supplement any other programs for which the adult is eligible.
