(1) (2) When the governing bodies of any two or more political subdivisions within the same county, which may include the fiscal court, enter into a contract for the rendering of governmental services the contract shall make such provision for the transfer of employees from the departments of the one or more subdivision or subdivisions of government receiving the service to the departments of the subdivision of government rendering the service as may effect the efficient functioning of the plan for service to the people. In the event that in accordance with the provisions of subsection (1) of this section, employees are transferred to a governmental department subject to any civil service laws or regulation, those transferred employees shall during the term of the contract be subject to any such civil service laws or regulations. Such employees, when transferred, shall be considered as having satisfied all of the qualifications for obtaining original appointment under applicable civil service laws and regulations, and shall be considered as having been given probationary appointments as defined in such laws or regulations as of the date they are so placed in the classified service.
