All of the expenses incurred due to the operation of said intercity or intercounty compact shall be borne by the several cities or counties who have entered into such a compact, and each city or county shall bear its share of such expense in proportion to its population in relationship to the other cities or counties who have entered into said compact. Such an intercity or intercounty compact unit shall make its own rules and regulations subject to the limitations of the existing statutes and further provisions of KRS 79.010 to 79.070.
