Any member of the National Guard or active militia who believes himself wronged by his commanding officer, and, upon application to such commander, is refused redress, may complain to any superior officer who shall forward the complaint to the Governor through the adjutant general; the Governor, after investigation, shall take such measures as he deems proper.
