12.220 Administrative regulations -- Licensing authority.

(1) (2) The manager of the clearinghouse may promulgate administrative regulations as may be necessary to effectuate the provisions of KRS 154.12-215 to 154.12-218, including, but not limited to: (a) Regulations establishing reasonable time schedules for agency response to license applications for licenses included in the program where such time schedules have not been set by statute; (b) Regulations establishing procedures to delete from the master license any licenses which expire or are suspended or revoked by the issuing agency; and (c) Regulations establishing procedures for the issuance of such temporary licenses as may be authorized by other law for licenses included in the program. The manager may confer with the interim legislative committee having jurisdiction over small business prior to submitting new regulations. Irrespective of any authority delegated to the clearinghouse to implement the provisions of KRS 154.12-215 to 154.12-218, the authority for determining if any requested license shall be issued and the authority to suspend, continue in effect, revoke, or enforce a license which is a part of the master license shall remain with the issuing agency.
