206.100 Payment of pension. (1) (2) (3) When a pension has been allowed, the cabinet shall issue to the applicant a pension certificate showing that he is entitled to a pension from the date that his application is filed in the office of the cabinet, with proof of service in the Confederate Army sufficient to bring the applicant within the provisions of KRS 206.020. No back pay shall be allowed to any veteran prior to furnishing the proof upon which the pension is allowed. Payments on the certificate shall be made quarterly, each year, on February 15, May 15, August 15, and November 15, upon the proper execution of a voucher by the pensioner before an officer authorized to administer oaths and having a seal. The voucher shall be furnished to the pensioner by the cabinet and returned to him after being properly executed. The cabinet shall issue warrants upon the Treasury for the amount due the pensioner. The Treasurer shall forward a Treasury check to the address of each pensioner. In the event there are not sufficient funds in the Treasury to justify the issuing of the pension checks, the warrants shall be stamped interest-bearing by the Treasurer, at the rate of five percent (5%) and mailed to the pensioner.
