67.865 Merit or civil service system for employees. (1) (2) (3) If a comprehensive plan adopted pursuant to KRS 67.830 requires the implementation of a merit or civil service system for the employees of a charter county government, the system shall be implemented by the charter county government to guarantee the substantive and procedural rights possessed by any employee of a government in existence within the boundaries of the charter county prior to the effective date of merger. During the time a merit or civil service system is being implemented pursuant to the requirements of a comprehensive plan, all procedural and substantive rights possessed by any employee of a government in existence within the boundaries of the charter county prior to the effective date of merger shall be protected. If a comprehensive plan adopted pursuant to KRS 67.830 does not require the implementation of a merit or civil service system for the employees of a charter county government, the charter county government shall continue to guarantee the substantive and procedural rights possessed by those employees who had merit system or civil service protection through a local government in existence within the boundaries of the charter county prior to the effective date of merger.
