54-801. Declaration of policy. In order to safeguard the public health, safety and welfare, every person practicing or offering to practice cosmetology or electrology, as hereinafter defined, shall submit evidence of his qualifications and be licensed as hereinafter provided; and it shall be unlawful for any person to practice or offer to practice cosmetology or electrology, or to use in connection with his name or otherwise assume, use, or advertise any title or description tending to convey the impression that he is a licensed cosmetologist or electrologist, unless such person has been duly licensed under the provisions of this chapter and any amendments thereto; and it shall be unlawful for any person to operate a cosmetological establishment or school of cosmetology unless such cosmetological establishment or school of cosmetology has been duly licensed for such purpose as hereinafter provided.
