54-3203. State board of social work examiners -- Created -- Appointments -- Terms. (1) A state board of social work examiners is hereby created and made a part of the department of self-governing agencies. It shall be the duty of the board to administer the provisions of this chapter pursuant to the provisions of chapters 26 and 52, title 67, Idaho Code. The board shall consist of six (6) members, three (3) of which shall be masters social workers, and two (2) of which shall be social workers, and one (1) of which shall be a lay member. Board members shall be appointed by the governor after reviewing and considering nominations for each position to be filled that have been submitted to him. All terms shall be for a period of five (5) years. Whenever a vacancy occurs, the governor shall appoint a qualified person to fill the vacancy for the unexpired term after reviewing and considering nominations that have been submitted to him.

(2) Each social work member of the board shall:

(a) Be a resident of this state;
(b) Be currently licensed and in good standing to engage in the practice of social work in this state;
(c) At the time of appointment, have been actively engaged in the practice of social work for at least one (1) out of the last five (5) years; and
(d) Have at least three (3) years of experience in the practice of social work.

(3) Each fiscal year, the chairmanship will rotate to the person who is in the fourth year of their five (5) year term. The chairman shall preside at all meetings of the board. If this person is unable to serve, an election by a majority vote of the board shall determine the person who will serve as chair for that fiscal year. In the event the chairman is not present at any board meeting, the board may by majority vote of the members present appoint a temporary chairman. A majority of the members of the board shall constitute a quorum.

(4) Each member of the board shall be compensated as provided by section 59-509(b), Idaho Code.
