Agreement for rail passenger service application. In addition to any other powers and duties as are devolved upon him by law, the governor, or his authorized representative, may negotiate with the proper representatives of any other state, to establish an agreement to enable the state of Idaho, in concert with other states, to submit an application to the national railroad passenger corporation for the institution of railroad passenger service under the provisions of section 403(b) of the rail passenger service act, 45 U. S. C. 563(b). The governor may not participate in the submission of an application until the base agreement and any application have been approved by the legislature.
