This proceeding arises out of a pre-trial ruling issued by three regional judges pursuant to Rule 11 of the Texas Rules of Judicial Administration in the following proceedings: (1) In re Second Administrative Judicial Region Coordinated Phenylpropanolamine ("PPA") Litigation, Cause No. 2002-D1 in the 23rd Judicial District Court, Brazoria County, Texas; (2) In re Fourth Administrative Judicial Region Coordinated Phenylpropanolamine ("PPA") Litigation, Cause No. 2002-CI-07751 in the 225th Judicial District Court, Bexar County, Texas; and (3) In re Fifth Administrative Judicial Region Coordinated Phenylpropanolamine ("PPA") Litigation, Cause No. C-144-02-I-PT in the 398th Judicial District Court, Hildago County, Texas.
