WHITE, J. (concurring).
I agree with the result the majority reaches, but write separately to note that respondent
made significant efforts to reunite with her children and that her lack of long-term success in that
arena was more a result of her depression and emotional instability (due in part to her own
precarious and disadvantaged upbringing), than a result of volitional avoidance of stability or of
deliberate neglect. The record is clear that respondent loves her children, but her instability
intervenes, to the detriment of the children. Although it was a very close case with regard to
Mutula, I am unable to say that it was error to terminate her parental rights to him or the other
children.
