WHITE, J. (concurring).
I believe the initial order for substitute service was properly granted. I join in the majority
opinion in all other respects. I further observe that the court might properly have assessed sanctions for
defendant’s failures to submit to blood tests after stipulating to do so. However, the court could not
properly condition the setting aside of the invalid default judgment on defendant’s payment of the
sanctions.
