However, his appellate brief fails to comply with Federal Rule of Appellate Procedure 28(a)(8) as it is entirely devoid of any citations to documentary evidence or legal authority. See Brinkmann v. Dallas County Deputy Sheriff Pursuant to 5TH CIR. R. 47.5, the court has determined that this opinion should not be published and is not precedent except under the limited circumstances set forth in 5TH CIR.
