After examining the briefs and appellate record, this panel has determined unanimously that oral argument would not materially assist the determination of this appeal. See Fed. R. App. P. 34(a); 10th Cir. R. 34.1.9. This case is therefore ordered submitted without oral argument.

Appellant David C. White appeals the district court's dismissal of his civil rights complaint as frivolous pursuant to 28 U.S.C.1915(d). We find no error in the district court's rulings. All requested relief is denied.

Appellant's motion to proceed informa pauperis is granted. AFFIRMED. The mandate shall issue forthwith.
