Based on this court's decision in Loveladies Harbor, Inc. v. United States, 27 F.3d 1545 (Fed. Cir. 1994), this case is REMANDED to the Court of Federal Claims. The February 3, 1993, Order of the Court of Federal Claims dismissing the Plaintiff-Appellant's complaint for lack of jurisdiction pursuant to 28 U.S.C. § 1500 shall be VACATED and the complaint shall be REINSTATED.
