ORDER

The judgment of conviction in C.A. No. 89-10520 is REVERSED and REMANDED for the reasons we articulated in United States v. Jordan, C.A. No. 88-1175 and C.A. No. 88-1219, slip op. (9th Cir. Oct. 3, 1990).

The order dismissing count 42 and the remaining charges, without prejudice, in C.A. No. 89-10575 is VACATED and REMANDED because "the district court failed to set out the relevant findings to clearly articulate its application of the statutory factors to the facts of the case." United States v. White, 864 F.2d 660, 661 (9th Cir. 1988).
