MEMORANDUM** 

We affirm for the reasons stated by the district court in its Statement of Uncontroverted Facts and Conclusions of Law granting the government's motion for summary judgment. Peru does not qualify as an "individual with handicap" within the terms of 29 U.S.C. § 791.
