Lyndon Swinney, a federal inmate in Texarkana, Texas, appeals from the district court's dismissal of his civil rights and diversity actions. We affirm the district court's decision for the reason that Swinney's claims are barred by collateral estoppel. See Allen v. McCurry, 449 U.S. 90 (1980). We dispense with oral argument because the dispositive issues recently have been decided authoritatively. Swinney's motion for a stay is denied.
