A review of the record and the district court's opinion discloses that this appeal from that court's order granting summary judgment and dismissing this 42 U.S.C. § 1983 suit as time-barred is without merit. Because the dispositive issues recently have been decided authoritatively, we dispense with oral argument and affirm the judgment below on the reasoning of the district court.*  Moore v. City of Raleigh, C/A 87-0642 (E.D.N.C. Dec. 11, 1987).

AFFIRMED.
