Gren Monez Garrett appeals from the district court's order denying relief under 42 U.S.C. § 1983. Upon review of the record and the district court's opinion, we find this appeal to be without merit. We accordingly affirm the judgment below on the reasoning of the district court. Garrett v. Garraghty, C/A No. 87-259-N (E.D. Va. Sept. 23, 1987). We dispense with oral argument because the facts and legal contentions are adequately presented in the materials before the Court and argument would not aid the decisional process.
