ORDER This 29th day of February 2000, it appears to the Court that: (1) The Office of Disciplinary Counsel ( ODC ) and Howard F. Hillis, Esquire filed a Joint Petition for Transfer to Disability Inactive Status with the Board on Professional Responsibility ( Board ). (2) The Board filed its Report with this Court on February 7, 2000, in Board Case No. 45, 1999, pursuant to Board on Professional Responsibility Rule 20(c). (3) After reviewing the Board s recommendation and upon due consideration of this matter, the Court concludes that Howard Hillis is incapacitated from continuing to practice law and should be transferred to disability inactive status. NOW, THEREFORE, IT IS ORDERED that: (a) The Report filed by the Board on February 7, 2000 is hereby APPROVED. (b) Howard F. Hillis is transferred to disability inactive status for an indefinite period and until further order of the Court. While on disability inactive status, Hillis shall conduct no act directly or indirectly constituting the practice of law, including the sharing or receipt of any legal fees. (c) Hillis may not seek reinstatement to active status until such disability has been removed. Any petition for reinstatement must be filed in accordance with the Rules of the Board on Professional Responsibility. (e) The ODC shall cause a notice of Hillis s transfer to disability inactive status to be published in a newspaper of general circulation in Delaware. (f) The ODC shall disseminate this Order in accordance with Rule 14 of the Rules of the Board on Professional Responsibility This matter is hereby CLOSED. BY THE COURT: s/Joseph T. Walsh Justice
